Recapitulates Indian news received. Hopes the Governor General will get prompt reinforcements from the Cape. Approves of Sir James Outram and Mr Samuell's appointments, and also that of Mr John P Grant. The Calcutta petition is quite unworthy of Englishmen. Fears the shortage of horses in Calcutta for the Dragoons and Artillery. Warns the Governor General against European adventurers; suggests the prohibition of munitions of war to India save under licence. The Loan is going well. Reports reinforcements being sent, also chaplains. A partial answer to the Bengal Police Despatch will go by the next mail, authorising the organisation of a force for the Lower Provinces. Explains how Major Bird got presented to the Queen much to the writer's regret. Reports decorations recommended for Havelock (KCB), Wilson, Neill, Chamberlain, Nicholson and Van Cortlandt (CB). He will write later on the subject of dealing with Delhi whether certain evils inseparable from Mohamedan ascendancy should not be impressed upon the Hindus, and whether a part of the cost of the present revolt might not be recovered from the individuals or classes who have withheld their aid. Also whether cities like Patna might not be called upon to keep the peace within their own limits.
Enclosed: Extracts from a letter by Major William Mather, Retired List, about the sale of rifles to natives in Calcutta, and suggesting searches at all ports to see that no munitions, or European officers, are landed.
