Hopes that the Court's proposal for the raising of a body of English Light Cavalry will be sanctioned. Anxiety is felt on account of the probable deficiency of ammunition, tents, artillery, harness and shoes in India. Sir A Bogle is anxious about the safe-keeping of the convicts at Moulmein. The West Indies and British Guiana will receive transported rebels upon certain conditions, one being that women accompany them. Notices the loyal conduct of the petty Rajahs and Zemindars of the South West Frontier, especially the Rajah of Seraikela, comments. Believes Delhi should be entirely demolished. Suggests fines from disloyal men or classes; with confiscated property, they could be used to reward the loyal. Believes that cities might be required to keep their own peace. Suggests a Proclamation or placards showing the dangers to Hindus of Mohamedan ascendancy. With regard to the vituperations of the Press, loses no opportunity of testifying to the admirable manner in which the Governor General's measures have been conducted. Sends a paper, asks the Governor General to act upon it as he thinks fit.
