He is glad to hear that the Governor General is going to the North West. Doubts whether even John P Grant is capable of governing there. The policy of annexing the Meerut Division to the Punjab is doubted, and he hopes the Delhi Territory alone will be attached to the Punjab. Reports on drafts of troops sent to India. Officers will go to Canada to see if they can enlist 1,000 'negroes', presumably mostly fugitive slaves, for service in Bengal. Other 'negro' territories have been considered, also 'Kaffir's and 'Hottentots'. Lord Ellenborough will see if Sir George Grey will part with any of the Mounted Rifle Corps. Malays and Chinese have also been suggested. Comments on the return of all Civilians on furlough in England to India. As far as he can judge, Mangles approves of the decision to re-occupy Oudh rather than Rohilcund. Hopes that Jung Bahadoor will remain loyal. Lord Ellenborough and a majority of the Court are strong1y opposed to the demolition of Delhi. Recommends Western Australia for the convicts; though the late Secretary of the Colonial Office vetoed the suggestion. Discusses the compensation question. He must go to Westminster to see Lord Ellenborough, whose Secretary has made a mistake which even the Court, called by Disraeli 'walking corpses' could not stomach.
