Expresses regret that his letter from Lord Canning has been lost in the 'Ava', and asks for a copy. Describes medals and Batta for the Army, and prize money. Hopes the civilian inhabitants of Lucknow will be able to leave, before the attack begins. There is still much excitement about the cases of alleged mutilation of Englishwomen, but up to the present time, no single case has been substantiated upon investigation. The plan of recruiting 'negroes' in Canada, has failed at present, as the Government wish to consult the United States before taking such a step. An attempt to recruit on the West Coast of Africa has also been foiled by Lord Brougham. Understands that the Ex-King of Delhi is to be sent to the Andamans. Sends a list of the Indian officers who have obtained the Order of the Bath (not enclosed) and regrets that the Surgeons are as ever omitted. Recommends Surgeon R B Oakley. Comments on the political background of the India Bill, and the doings of Lord Ellenborough. Sir George Bullock is to be reappointed to the Council. Finds Ellenborough pleasant to deal with, not nearly so impatient of opposition or difference of opinion as he had been led to believe. Advertisements for a Loan have just been issued, to enable the Court to meet their home charges. The Queen is to confer a baronetcy on Sir Henry Lawrence's elder son and the Court will add £1,000 a year. Asks for a list of the Civilians who distinguished themselves during the Mutiny. Comments on recruits being sent to India.
