Recapitulates the Indian news received. By the last mail he sent a copy of the Tory Indian Bill; the so-called Five Towns Clause is Lord Stanley's idea, and has been received with general derision and gross ingratitude by the constituencies particularly favoured. Both India Bills are unpopular. It has been suggested that Lord John Russell will move in opposition to Lord Derby's Bill, resolutions on the general principles upon which the Government of India should be based. It has also been suggested that both bad Bills be referred to a Committee, in the hope of manufacturing one good Bill. Some think that no measure will be passed in the present Session; but he believes that all are determined to sweep away the Corporation, no matter what substitute found. Comments on the supply of horses. Lord Ellenborough is strongly in favour of keeping a local Army in India; and three Infantry Regiments are to be raised for Bengal. Explains why the scheme of 'negro' regiments was given up. Is glad to hear the financial situation in India is improving. Remarks on proposals for sending some of Her Majesty's Regiments home., Comments on General Outram. Mangles tenure of the Chairmanship is just ending - states his pride at being Chairmen during such a momentous period.
