States that the Despatch about the Proclamation is being sent by the present mail, hopes it will be satisfactory to Lord Canning. Submits his own views on the Proclamation, and points out a confusion between the rights of the important land-holders, and the hereditary proprietary rights in the soil. Hopes that the Governor General's instructions to Mr Wilson and the other Commissioners are in accordance with the spirit of the Court's Despatch which will come by the next mail; the Court is alarmed at the extensive powers given the Commissioners, and at the proposal to hunt out all rebels who may have retired to their homes. Comments on reinforcements, and on horses: Lord Ellenborough's assistance has been valuable in promoting the interests of the Indian Army. The Court are considering Lord Canning's papers about a plan for assimilating the Company's Engineers with those of the Royal service. Reports on Mr Talbot's and Lieutenant P Stewart's visit. Advises the despatch of an important paper about the reorganization of the native army. Asks who should be nominated provisional Member of Council; favours his brother, but his health is poor; mentions Mr Montgomery. Private.
