States that he received the terrible account in Canning's letter of 20 May with the later telegram to Bombay of 27 May after the last mail had gone. The news was anticipated by a telegraph from Trieste to 'The Times'. Instructions are being issued to prevent this happening again, it makes the Government look ridiculous being always forestalled by the newspapers. Hopes Canning will reserve confidential news for the Secret Committee, for the Directors all circulate all the news they get. The Cabinet are satisfied with everything that Canning has done, even his letter to Elgin. Hopes that troops will shortly be sent to Lord Elgin however, perhaps sepoys. Describes reinforcements being sent out to India. Already men are wondering what is to be done with the Bengal Army. Believes the Chairman intends to propose a Committee of the Court to investigate the causes of the outbreak. Canning should undertake preliminaries to investigation at once, and let him what he wishes to be done. Mentions the dangers of religious interference from persons in authority. Has received Canning's note about the Queen of Oudh, but Her Majesty refused to postpone her interview. The news from India is awaited with great anxiety; the writer has every faith in Canning. Orders have been sent to the Cape for troops. General Anson's friends are now saying he had long foreseen the disaffection and warned the Government; as far as the writer is concerned this is quite untrue, but if it were true Anson's absence at Simla would be difficult to explain. Fears that the distrust will last long after the difficulty in India is over. The Queen has consented to the GCB for Outram.
