States that Canning's letter of 19 Jun is still the latest received. The newspapers and merchants all believe Delhi is taken; the Cabinet entirely agree with Canning as to Delhi's great political importance. The reduction of the Commissariat is now very unfortunate. The writer fears reinforcements may not reach Delhi before the end of the season. Asks what is to be done with Brigadier Ponsonby, Brigadier Johnstone at Jellunder, and General Hewitt. Canning has anticipated his suggestions of a Commission. Criticises Disraeli's speech. The Governor General is right to punish summarily the present outrages; it should be done quickly for a reaction of false humanity may arise in England, and John Bright is being returned by Birmingham. The disarming of the sepoys at Calcutta seems the most doubtful step taken, and he does not see much in the evidence against the King of Oudh, but of course Canning is much better able to judge. The Cabinet approves Canning's Press measure. Comments on the Generals, Barnard, Grant, Campbell and Mansfield. Is annoyed by Canning's private note on Campbell, and hopes Campbell will be different in future. Lord Ellenborough has written to Granville about the state of Nepal. He has received information from Major Holmes who seems to have forwarded to him his correspondence with the Government. This sort of thing should be stopped. Mentions reinforcements. Believes Ali Morad will return to Scind. Formation of a camel corps has been suggested.
