Writes that he has Canning's letter of 4 Jul and a later telegram announcing the deaths of Barnard and Henry Lawrence. Recapitulates other news. Punishment of the sepoys is under consideration, asks for Canning's lawyers opinion on their deportation. There is news that Russian officers are going to India, they should be stopped at the ports, and also the villain D'Orgoni. Comments on Wyndham. Does not know to whom the provisional appointment of Governor General can be given, perhaps Grant. The most statesman-like is Frere, but he is not well enough known. Comments on financial proceedings, the Court have declined Parliamentary aid. Ali Morad has returned to India, and been told that if he behaves well his severe punishment may be reconsidered. The Queen of Oudh is quiet except for inquiries after her son. The idea of an additional bi-monthly mail has been given up, on account of the expense, and he doubts if the telegraph by the Euphrates or the Red Sea will soon be completed. Six more regiments may be sent from the Cape. Patrick Grant is appointed Provisional Governor General
