- No. 38: Letter from Robert Vernon Smith

Regrets that neither the mail nor the telegram in advance have come. This will be the critical month for Canning. Ali Morad is said to have stated he would join the strongest side when he arrived. Sends a paper from Wodehouse on transportation of the sepoys [not enclosed]. All England and India are now set on the fate of Delhi; Canning is lucky to have Havelock, the writer hopes Colin Campbell will do as well. Grant is not to be told of his provisional appointment as Governor General as it may lead to embarrassment in his future employment. Granville will probably have written of Ellenborough's proposal to emasculate all the mutineers and to call Delhi 'Eunuchabad', asks if this is sane. Mentions the destruction of Delhi, which has gained much support since it was first mentioned by Vernon Smith. Apparently Lord Elphinstone has sent the Assaye to Suez, but the Cabinet has decided not to send troops by that route. Sends a letter for Seymour [not enclosed]. Hears from Sir Lawrence Peel that the Calcutta merchants complain the Government has not prohibited the sale of arms; asks for an explanation, which may be needed for the great reckoning in Feb. All have confidence in Canning; he should abandon the insignificant men Dorin, J P Grant, Peacock and Low, and leave Calcutta with Sir Patrick Grant. Elphinstone's addition of Companies to the Bombay Army has been approved.
Enclosed: Printed statement of the Regiments of Her Majesty's Service which have been embarked for India from 1 Jul showing the strength of each Regiment; Rate of passage per Head; Name of Ship; Tonnage; Destination. Includes also the forces taken en route for China.
