Writes that the letter of 9 Aug has been more alarming than any previous one. Hopes the addition of Generals will be satisfactory. Explains why troops were not sent via Suez; comments on reinforcements. Comments on the loan in India. Palmerston wishes Canning to ask Elgin and Ashburnham if Indian troops could take Canton. There are rumours of arms being sent from England to India by people connected with the Queen of Oudh, Canning could pass an Act prohibiting the import of arms. Sir George Clerk criticises the request to the Nizam of Hyderabad to give power to try non-British subjects for offences in the British cantonments. The Opposition is attacking the Government for not listening to warnings of the danger in India. The Cabinet wishes the public to share its appreciation of Canning's actions, and asks for a Memorandum on his personal share in the conduct of affairs. Decorations are recommended for Havelock, Wilson, Neill, Chamberlain, Nicholson and Van Cortlandt. Hears Wake has distinguished himself at Arrah. Is told by Ellenborough that Sir Patrick Grant has lost his head, if this is true of course he cannot be made Provisional Governor General
