Comments on the news. Asks why there are not steam or gun-boats for the Ganges. Asks for an explanation of the inconsistency of refusing Nepalese aid one week, and accepting it the next week. The writer considers the Nepalese a useless force at present, and a potential danger. There is great difference of opinion about the future of Delhi, Palmerston seems to be for destroying it. It is rumoured that the Indian Government has disapproved of Neill's defilement of the Brahmin mutineers before execution; it seems a very proper punishment to Vernon Smith. Comments on reinforcements. Asks for telegrams to the Secret Committee to be separate and independent of the ordinary telegrams. Asks for Gazette news. The Court wishes to raise some Dwarf Cavalry; Canning will also be sent some West Indian Regiments. Agrees with Canning about the people at Calcutta; asks about the necessity of martial law. Canning's private letter about Grant and Campbell describes them well, is glad Campbell is better than expected. J P Grant's appointment has caused some consternation, and his appointment of a Mahomedan Secretary even more. Is annoyed at Birch's letter, and uneasy about the men who surround Canning.
Enclosed: Memorandum about transportation, made for Sir George Grey.
