Replies that the Government approves of Canning's decision not to treat with the King of Delhi, even though it was contrary to the opinion of Lawrence and Wilson. They have heard of the fall of Delhi. The order of 30 Jul is questioned. Is glad to hear Canning's dictum that Agra should be in the hands of a military dictator. There are stories of J P Grant releasing mutineers and hanging Highlanders for assaulting them when released; hopes the stories are false. Has always thought Grant's appointment hazardous. Comments on Assam, river boats, the 'Sanspareil', the Commissariat, and Colonel Ramsay's recall, in reply to Canning's letter. Canning will read in the papers of the merciless spirit prevailing, Canning has the unabated confidence of the Cabinet, and is thought entirely satisfactory at Windsor [by the Queen], although he was not at the time of his appointment the choice Windsor would have made. Is very thankful that neither of the other candidates was chosen. Some new form of Indian Government is about to be discussed confidentially, asks for Canning's opinion. The Queen considered that to give a GCB to John Lawrence might be discourteous to Canning, wonders if it is fair to Frere and others who have prevented risings. Approves of Canning's habit of putting in a separate note anything personal he writes to the President. Recommends to notice Sir George Clerk's son.
