Writes that the remainder of the 57th Regiment has been sent to Lord Elphinstone, in spite of doubts about relations with France affected by the acquittal of Bernard. Other comments on reinforcements. Asks how the increased permanent establishment of European troops is to be paid for. Asks why Behar is in as bad a state as Oudh; and why rebellion is rife from one end to the other of the Ganges Canal made at enormous expense for the public benefit, and also in Rohilcund where Mr Thomason had done so much to improve the condition of the natives. Asks what is wrong with India. Ellenborough himself saw the changed feelings and manner of officers towards their men, and how scandalously the Civilians neglected their duty. Believes the Governor General should tour ceaselessly, watching everything, and even so it would take 20 years to put the Empire in order.
