Lord Stanley has delayed writing principally because of his lack of knowledge of Indian affairs. The Government hopes to be able to send out 10,000 or 12,000 troops. The Commander in Chief repeats the complaints heard from India, that the European Force now in the field is liable to be dispersed in small parties by order of subordinate Civil authorities. This has been raised in the Cabinet. Lord Derby has sent a letter on the relationship between the Governor General and the Commander in Chief India. Sir Colin Campbell's health is anxiously watched, for much depends upon his life. The Government believes that the fittest person to succeed him, if disabled, is Sir Hugh Rose. If Rose is incapacitated, opinion favours Mansfield, but this will be left to Canning to decide. The India Bill is almost passed, describes the constitution. A Military Commission has been appointed to consider the relations of the two Armies in India and the re-organization of the Native Army. The new Act (for the government of India) will probably come into force in about five weeks. Some formal announcement of the transfer from the Company to the Crown will be necessary. The Court wish Canning to postpone the preparation of a Mutiny Act for the new Police Corps until receipt of a Despatch from the Court. Stanley remarks that the cession of territory to Nepal seems large, but he does not fully understand it: doubtless Canning has acted on instructions from Ellenborough. The Rajah of Puttiala especially, and also the Nizam's Minister and Scindia, deserve handsome rewards for their services and should be dealt with generously.
