Sends an extract from a letter received from Sir W. Williams of Kars, about the state of British troops on disembarkation in India.[not enclosed]. Suggests an investigation. The telegraphic announcement of Canning's Proclamation of amnesty to all except murderers has given general satisfaction, there is in England no longer any sympathy with the indiscriminate revenge which seems to be desired by some in India. It is beginning to be felt that the country cannot be held by force, or except with the goodwill of its inhabitants. Sir John Lawrence writes from the Punjab that at present every man who surrenders is hanged or shot, and that therefore none surrenders. If this is true, Canning will need to enforce as well as issue his Proclamation. Asks if any steps have been taken to guard against the Sikhs, every letter from India warns of the dangers of enlisting them in such large numbers. Urges generous rewards, especially in land, to native allies. The Session is ended, the India Bill passed. Does not think the two offices in Cannon Row and Leadenhall Street can be consolidated at present, but hopes that time will be saved in replying to despatches. Sir Hugh Rose seems to have done his work very well, the fall of Gwalior was a pleasant surprise for England. Private.
