Promises the despatch of the new Act and the Queen's Proclamation. He wished to omit the term 'Defender of the Faith' from the Proclamation, but it would raise a storm, and he is told that it has been used before in Proclamations. It will need care in translation. Canning has been given a new title, that of Viceroy. This is merely nominal, for Stanley knows of no definition of the duties of the Viceroy. Suggests that Canning choose what ceremonies he thinks fit to inaugurate the new Government. The Board of Control has virtually ceased to exist. The Council has met, and he thinks it will work well. The subject of native education, especially in reference to grants in aid to schools established by missionaries will have to be considered; feels that while professing religious neutrality the Government has departed widely from it in practice. One of the reforms that will be most strongly pressed on the Indian Department is the granting of greater facilities to settlers from Europe, especially in hill districts. A Parliamentary Committee has been inquiring into the possibility of English colonisation in India, and the public will insist that the experiment be tried, though unlikely to succeed. A Commission is sitting on the reorganization of the Indian Army. Private.
