Has directed that Canning's reply in answer to Lord Ellenborough's Despatch on the Oudh Proclamation should be published. Asks what has been done for the sepoys of the faithful Lucknow Regiments, suggests that they be conspicuously rewarded. Stanley will ensure that if the Puttiala Rajah comes to England he is suitably treated. Colonel Durand's mission will be most valuable and he will come at exactly the right time Canning and Stanley seem to agree about amalgamation, to which Stanley has been opposed from the first, and which he believes is not contemplated by anyone, certainly not by the present Government. The Horse Guards are anxious to establish their control over the Local force but probably no change will be possible without application to Parliament. Meantime the relations of the Indian Army to the State remain what they were, the sole change being the substitution of the Secretary of State in Council for the Court of Directors. The Council is really the Court revived under a new name, possessed of quite as much power as before, and no longer checked by the antagonism of the Board of Control. Private.
