Lord Stanley is satisfied with the explanation about the proposed cession to Nepal of territory, and approves of the re-establishment of the old boundary line. He was afraid that a much more extensive tract was to be ceded. Jung Bahadur should be satisfied, especially if Canning can agree with him over Ramsay. Stanley wishes the Proclamation could have been sent earlier, but the delay was unavoidable because the Cabinet members had dispersed and the Queen was abroad. Stanley has published Canning's reply to Lord Ellenborough's Despatch on Oudh. Canning will receive instructions to take notice of an irregularity by Mr Temple, or by some friend of Mr Temple, in publishing a so-called exposition of the views of Sir John Lawrence on the relations of the State with Christianity. Colonel Edwardes, whose letter is replied to in the exposition, appears to hold very extreme theories of the duty of religious interference. Edwardes has the reputation of seeking newspaper publicity, and popularity at home. Sir C. Rawlinson at Madras has resigned and will be replaced by Sir H. Davison from Bombay. Mr Grove will become Chief Justice at Bombay. The puisne judgeship at Calcutta remains unfilled. Asks if it is true that Sir James Colvile intends to come home in the spring. Is grateful for the reports from Canning's Military Commission: agrees that the Commission in England is chiefly useful to collect information, and its conclusions are unimportant. Has found that the relations of the Indian Army to the Horse Guards cannot be altered except by Act of Parliament: would like to have Canning's opinion on this question. Private.
