Lord Stanley will not take the settlement of Duleep Sing's affairs out of Canning's hands, unless he is about to leave for India or some such urgent reason. The Queen has mentioned Duleep Sing several times. It would be useful to have the report on his affairs as soon as possible. A revival of the anti-opium agitation threatens: Stanley has promised to consult Canning on the possibility of substituting a system of excise for the present monopoly of cultivation by Government. Stanley has a proposal to increase the local European Artillery, but the Horse Guards oppose this strongly. The proposal to add European Regiments to the local army is postponed for the present. The French Government is negotiating for the right to introduce 'coolies' from India into their colonies, on condition of which they will give up their revived African slave trade. It will be easy to make arrangements for Reunion, but the case of the French West Indies presents more difficulty. Persian affairs have been transferred from the Foreign Office to the Indian department. Affairs of Afghanistan and Herat seem unsettled. He has not yet been able to fill up any of the vacant seats on the judicial Bench. Agitation against the religious neutrality principle of Indian Government, in educational and missionary matters, is threatened, but does not think it will come to much. The trial at Madras has had a good effect. Stanley is inquiring into the whole subject of education, especially with reference to grants in aid. The question of compensation for losses incurred in the rebellion is certain to be raised in Parliament: he hopes for an assurance from India that claims are being investigated. Private.
