Is glad Canning approves of the Proclamation. Recognises the difficulty over the amnesty, but the advantage of embodying a general declaration of mercy in a document which will be so widely dispersed appeared to overrule any local inconvenience which its terms might create. Something must be done to prevent solvent landowners being ruined by forms of law, there are many stories about this in England. Canning's letters have been given to Lord Derby to read and his letter to the Queen was delivered, the Queen allowing Lord Stanley to read it. The general question of private correspondence with the Queen by high officers of state might in some departments, for instance foreign affairs, be a delicate one, but the idea that such a privilege might be misused by Canning never entered Stanley's mind. Thanks Canning for his reply on the Singapore transfer, which so nearly agrees with Stanley's own views. The newspaper report of Stanley's reply to a deputation on opium is inaccurate, but he is preparing a Despatch asking whether an excise system could be substituted for the present cultivation. England would then no longer appear to be directly carrying on a trade which has led to discreditable complications in China, and which has done no good to the country in reputation. This gain would not however be worth large sacrifices in revenue or convenience. A Despatch is also being sent on the necessity of giving such facilities as can be given for the purchase of land in fee simple. The military questions continues to be difficult. Hopes and believes that no change will be made in the dual control of the Armies. The other questions to be considered are the possibility of exchanges between the armies, the proportions of the two armies, and the composition of the native army. Praises Colonel Durand. Has met with much opposition over the increase of European Artillery, and a decision has had to be postponed for the present. Mr Serjeant Wells is appointed to the puisne Judgeship at Calcutta. The newspaper report that 400 cadetships will be given away is untrue, Stanley has sanctioned only half the usual allotment of military patronage until the proportions of the two armies are settled. Is satisfied with the postponement of the ceremony of doing homage in India, and Canning's arrangements for the celebration of the inauguration of the Queen's Government. Private.
