Has promoted Sir Matthew Sausse to be Chief Justice of Bombay and. has offered the vacancy to Mr Willes. Four men have declined Calcutta. A Despatch has been sent suggesting the recall of Dr Walker from the Andamans, his conduct has been outrageous, in hanging 80 prisoners for a simple attempt to escape when not guarded. Canning will soon be asked for an official report on the propriety of separating the Straits Settlements from India. The French Government is seeking for leave to obtain 'coolie' labour for its colonies from India. Has agreed to the principle, and reserves the right to object to any rules which may seem insufficient for the protection of the emigrants. Sir F Rogers has gone to Paris about this. If France succeeds in making arrangements, she will give up the new slave trade she has set on foot. Thinks it likely that questions will be asked in Parliament about the Indian Navy. Mentions again compensation for losses in the Mutiny. Is glad that Canning is giving up his post in the North West Provinces, the double load is too heavy. Private.
