- Title:
- 90a. Letter from Lord Stanley
- Scope & Content:
-
The case of the European Company's soldiers has been fully considered. Legally and constitutionally the soldiers cannot complain; and in practice their position has not been altered in the slightest. There may be a semblance of injustice, because their consent was not sought. Lord Palmerston's pledge, Lord Clyde's sympathy with the men, Canning's opinion and the possibility of future discussion in Parliament are reasons in favour of concessions. Stanley has hesitantly decided that it would not be expedient to grant a bounty, discharges, or a year's service. It would be difficult to grant anything of this sort without the native troops feeling themselves entitled to equal concessions. A similar jealousy might be aroused amongst the troops of the line. As the demand of the men is unjust, it should not be granted under pressure. But if indirect means could be found for humouring the men, without the appearance of yielding to them in their present demand, such means might be used with advantage. Sends copies of papers on the subject [not enclosed]. Private.
