Writes for Lord Canning's eye only that there is a strong feeling at the Horse Guards in favour of a complete amalgamation of the European armies under the Commander in Chief in England, the reduction of the native army, and the holding of India mainly by troops of the Line. The Court inclines to this opinion, as does the War Office. Stanley feels strongly that a large and powerful local army is essential to the administration of India, and believes that the Cabinet supports him. The opposition is obstructing every attempt at recruiting for local European corps, and Stanley cannot obtain a decision. He feels the delay is dangerous, and if Canning is anxious tor local recruiting, he should write strongly to Stanley. The claim that the Commander in Chief in England should control both armies was dropped instantly when it was discovered that a new appeal to Parliament would be required, the House of Commons being the terror of the military authorities. Stanley is sure of ultimate success, but there will be difficulties and delays. Secret. Marked 'Copy sent to Military Secretary - 12 Jul 1859'.
