He is to make a statement on Indian finance at the third reading of the East India Loan Bill. Is sure the House will support the Indian Government. Will ask for the original 7 million and state the necessity for a fresh loan before the autumn. Everyone was prepared for the increase of customs duties. There seems to be doubt about the feasibility of the suggested tobacco duty. If one can be found, a very able financier will be sent out from England as a consultant. Stanley agrees with Canning that Jung Bahadoor may be intriguing but he cannot seriously intend mischief. The state of politics in England has interfered a good deal with departmental business. Canning's honours have given universal satisfaction. Private.
