Writes that the great military question is still unsettled, and grows more serious than ever. He is prepared to allow the Commander in Chief in England to appoint an Indian Military Secretary at the Horse Guards, and receive copies of all official correspondence. Both Warley and Addiscombe may be put under the Commander in Chief as regards discipline. He will not compromise on the question of the authority over the local army. Derby has decided in favour of local troops, but remains undecided on the question of command. Durand is very useful on the Council. Stanley has been able to reduce the amount of Royal Artillery to be sent to India by a half. The report of the Commission is about to appear. Private.
