Has thought it best to go on with the Loan Bill and it is now law. All are prepared to support the Indian Government. When the new Parliament meets, fuller discussions will probably take place on Indian finance. Government intends to send out a financier to supply Peacock's place, Stanley will ask first Cardwell, and then perhaps Wilson but there is a great deal of prejudice against him. The financier will merely act as Canning's assistant, Stanley has always been opposed to Lord Ellenborough's scheme of an independent Commission. If Trevelyan had not gone to Madras, he would have done very well for the financial post. A paper on customs duties is being sent. Sir Henry Rawlinson goes to Persia, Murray having resigned. The appointment is satisfactory, matters there will require careful watching. Private.
