Agrees that the arrangements to fill the place of the Legislative Member of Council are not entirely satisfactory. It might be necessary to unite the office with that of Advocate Council, but it does not seem that the duties would go well together. Will bow to Canning's opinion that a lawyer is needed in the Council, beside the Queen's judges, but also believes that an English colleague, used to finance and general administration is needed. Cardwell has refused the post, and Stanley has offered it to Mr Lowe, who he praises. Wilson would not be able to give legal advice, and there is a strong prejudice. If Lowe fails, Stanley knows no-one else he would like to send, and the amalgamation of the offices must be considered again. Asks for Canning's views. Private.
