Writes from Hickleton, on his way to Halifax for his election, to announce himself to Canning as the Indian Minister. Lord Stanley has sent Wood all Canning's letters of 1859. Wood has been thinking mostly about the very uncomfortable position of the European troops at Meerut, and hopes the news will improve. Believes that the young soldiers will take their discharge, and the old ones will remain. Does not think that in justice or equity the soldiers have any ground for complaint. Approves of Canning's proposals. He would not have objected to a small bounty in the first place, but the conduct of the men alters the case. Is glad financial prospects look better, but understands the year 1860-61 will open in India with a deficit of more than 7 millions. Sees no room for any great reduction except in military expenditure, and police. Is sorry that Canning does not think anything can be made of a succession duty, asks about a licence tax. Will look into the organisation of the army as soon as possible, it is a pity that the late Government did not last long enough to reorganise the army. Has received a memorandum from Lord Stanley on the Indian Council at Calcutta, Stanley considered sending out a financial officer, and Wood believes the Council is weak on financial affairs. Has received from Lord Harris the Governor General's message about English liability for Indian debt, but is unconvinced as yet. Some talk of the uselessness of India to England, and he does not wish to add to this feeling. Urges unreserved correspondence between the Secretary of State and the Governor General and sends regards to Lady Canning. Believes the short announcement to the troops was injudicious. Canning may do what he likes about the troops and Government will support him, or do what he recommends.
