Is glad that Indian prospects are brighter than they were. The Government's views are set out fully in financial papers sent to Canning. Does not entirely understand the proceedings in the Licensing Bill. Hopes the Madras and Bombay salt duties have been raised. There seems to be a general outcry against any new taxation in India, Wood hopes all will go on peaceably. Canning has done right to send two Europeans regiments to China, though he thinks a sepoy corps could have been useful at Canton and Hong Kong. All necessary will be sent for the troops. If the troops can be sent in steamers they should be sent earlier than Lord Clyde thinks. Co-operation with the French leads to delays, Sir Charles still believes the Chinese may make a settlement. He fears a large and expensive expedition with the French, who want a large indemnity. Wood doubts the power of the Chinese to pay this, and thinks the Chinese Empire might collapse bringing anarchy and confusion ruinous to trade. Canning seems to be making all the preparations Wood could wish for. He must decide about the Sikhs and native troops. Is glad the discharges produced so little bad effect. There is a report that the 7th Fusiliers have shown signs of discontent. Asks Canning to look after [James] Wilson, there is some jealousy at his appointment. Sees there is a quarrel brewing with Nepal about some merchants, urges Canning to settle it.
