Writes that he does not like Canning's taxation scheme at all. It is neither one thing nor another, neither license duty nor income tax. It may be impracticable to withdraw now from an income tax, but it should be put at a lower rate and made universal. Elphinstone believes that a 1% income tax would answer. Sees no reason for exempting Zemindars and fundholders. The licence tax is unpopular with the English commercial community. Fears the inquisition which is inseparable from an income tax, and the corruption of the native officials. He looks to reduction of expenditure much more than the increase of taxation.
