Explains that the bounty to the European local troops was a matter of necessity and explains the reasoning which prompted the grant, at length. The proposed reductions in expenditure are most disappointing, comments at length. Asks how Canning can spend 8 millions a year more than before the Mutiny. There has been no official answer from India about Dhar, the King of Oudh, or Singapore. Asks what Canning is doing, and the reason why. Canning has not answered Despatches of a year before, asks for answers before Parliament meets. Canning's Despatch on China has not arrived. Orders have been sent for the China force, which is below the maximum mentioned earlier. Discusses details of the force. Asks for the troops to be at Singapore by 1 Feb. Transport will be a difficulty. The expenses will be paid by the British Government and Canning must keep an account. Canning would be right to suspend any action on the bounty to the local troops who have not taken their discharge, if he believed there would be discontent amongst the Line troops. Fears that the report of Nana Sahib's death may be a feint, he will be sorry not to be able to hang him. There seems to be the prospect of trouble with Jung Bahadoor, but probably Canning's presence in the Upper Provinces will tend to keep things quiet. Will send a duplicate letter by Bombay, and has sent a copy of all that related to China to Sir James Outram. Canning's public Despatch has arrived but contains nothing new.
