Is glad that Canning has offered the Assigned Districts to Mr Maltby, although his departure will put Harris in difficulties. The only man to replace Maltby is the Collector of Tanjore, who will have therefore to abandon his work on the settlement of the Raj. The offer of the post to Maltby will show the Madras people that Canning will not pass them over. Warns Canning that any serious stoppage of public works might be disastrous, it would break the heart of the Government officers and make the natives think they doubted the success of the works. Harris thought that the people in London would try to play this financial game with Canning; hopes the London offices will come to some permanent arrangement. Before receiving Canning's letter, he had circulated a Minute recommending that as no reply had been received to the application for a re-organisation of the general police, a request be sent to the Government of India for the Malabar police to be reorganised at once. Harris does not see how he will be able to keep the three Magistrates' offices going without four Magistrates. It is absolutely necessary in Mr Elliot's view to have two Magistrates for the Town Police. There is a disturbance in the Purlah Kimmedy Zemindary, not formidable as yet but it may spread, the people are turbulent. A Light Infantry Regiment has been sent. Asks if the King of Oudh is to stay at Government House; pities the poor man. Asks if Canning has heard anything of the Nabob of the Carnatic.
