Thanks Canning for his letter, even though the prospects are not good. If Cawnpore has been relieved a great point will have been gained, and the Mutiny seems not to have spread to the Bombay and Madras troops. The Madras Government has sent a proposal about sending troops from Madras, and he thinks it might be tried safely. There was some talk of trouble at Madras, but it was of no importance. The Europeans and East Indians are very tiresome, such croakers, cowards and gossips. Canning's Press Act is a brave affair, it will be much opposed. Norton is furious. He has made a statement in the 'Athenaeum' which Harris thinks will enable the Governor to identify some of the Board of Control people. The Delhi affairs lingers on, as Harris expected, the force was not strong enough at first. There should be a shortage of copper caps amongst the Delhi rebels. Supposes the China troops will soon arrive, and probably a ship or two also. Harris has asked Elgin for a ship if it can be spared. The whole Mutiny is a startling affair, hopes it will bring to an end the British happy-go-lucky system. The Crimea and the Mutiny should provide sufficient lessons. The British thought to subdue a people by railroads, telegraphs, and secular education, and uncivilised men have seen this at once, and have shown that it will not do. Man has been ready for higher things and any scheme of policy which omits the consideration of his higher nature is sure to fall to pieces. It is remarkable that in the Mutiny it is not those employed as missionaries who are attacked, but the Government who have almost abjured their own religion in their wish to appear impartial. Now that Canning has smashed the Press, urges him to turn his attention to the Legislative Council. A Committee of two good practical English lawyers, one Mussulman and one Hindu would do the work much more rapidly and much more efficiently. All seems quiet in Madras. Some of the 34th Bombay Native Infantry have entered the Presidency, if they come in any numbers he will send them all to the Andamans. Harris is sorry that Canning said anything which could be construed as favourable to the Anglo-Indian Press, for they do not deserve it.
