The position at Madras has not improved. Elphinstone has asked for 100 of the 74th, but the men are fully occupied, and it seemed to Harris too great a risk to send them 150 miles through unknown country. A further request came from Elphinstone and Sir Henry Somerset, and Harris has sent a Wing of the Regiment at Bellary to Dharwar, and has also asked General Cubbon to send troops. The 27th Bombay Native Infantry at Kolapore has partially or entirely mutinied. General Whitlock has reached Kurnool. Some of the men of the 5th Light Cavalry have been behaving badly. There is no doubt that the Cavalry is shaky, they were unjustly treated over their grievance of pay and allowance. The Agent thinks matters are uncertain at Kurnool, but Harris has no doubt that Whitelock will control matters there. An attack is expected on Bellary from a discharged Teshildar. The frontier of the Presidency is being guarded. Is anxious about Cuddapah, Vellore and Arcot. Trichinopoly seems quiet at present, but the danger is of a rise at all places where Mussulmen are strong at the same time and during the Mohurrum. If Whitlock receives the other 100 of the 74th he may be able if necessary to march upon Hyderabad, he is to communicate with General Coffin. Coffin thinks that the fortifying of the Residency is likely to disgust the Nizam's people, and is a military mistake also. It is sad to be continually asked for non-existent European troops, even by those who should know better. The Collector at Masulipatam has not yet been able to learn any more, the Collectors are too mild and quite unfit for police duties. Harris has just heard from Elphinstone that the arrival of the 33rd has enabled him to send 200 of the 86th to Dharwar. From all that one can see, it will not be the fault of the people in England if they do not lose India. They have no trouble in filling up a high place in a moment, supposes Sir Colin Campbell came out as Commander in Chief though the telegram was incomprehensible.
