Thanks Canning for the copy of the Proclamation, and for arranging about his brother Arthur. Harris has been suffering from a rather bad fall from his horse. The Proclamation only reached Madras on the 30 Oct, so there was no time to make any preparations. Sir Patrick Grant has left for Bombay. Some rebels have crossed the Nerbudda, and troops are being moved up from Secunderabad. Colonel Davidson is uneasy and has been sent support. The Moflahs are uneasy. Approves of the Proclamation, it suits the times, although perhaps hereafter some of the expressions may be used against the Government. Describes his movements. If he feels ill in Madras he will leave at once. Knows that the Governorship of Madras was offered to Sir John Lawrence, who declined on the grounds of health.
