Thanks Canning for his kind letter. He thinks the taxation may be carried out successfully. The Madras Government have made some additions to the judicious instructions of the Supreme Government, and a brief vernacular paper on the measure has been widely circulated. The Madras officials estimate the proceeds of the tax at 30 lacs, but Morehead hopes for a far larger sum. A letter goes to Canning on the reduction of the Army. There might be further reductions made if Burma could be garrisoned by a local force. Great expense is needed for erecting new barracks. Much money is wasted in the Public Works Department, the Government is considering the merits of the new scheme introduced into Bengal.
