Has recommended that Military Establishments for the whole of India should be one of the special reservations which should be made, if the Presidencies were allowed to legislate in local matters for themselves. Discusses military arrangements. Begins with the premise that India must be held by the sword. There should be a military survey of the country, to ascertain what force might be needed, and in which parts of the country. Thinks this whole force should comprise Her Majesty's Indian Army, and be no longer divided into Presidency armies. Care should be taken that in different divisions the Europeans should always outnumber the native element of anyone section or race. Denison will try to supply the kind of Military report he envisages for Madras. If a General Officer is asked for a statement of the troops he requires, he will almost certainly exaggerate. Believes that 150,000 men would be sufficient for India.
