Replies to papers he has been sent on the Legislative Council. There seems to be a dread of any change which would lessen the individual position of the Councillors. Several men allude to the advantages of 'natives' being on the Council, and hint at a course which would result eventually in the admission of their right to be present and vote. Their mistake is to assume that the 'natives' will be content with whatever small part they are given to play, and not think of asking for more. India is held by the sword, and Denison does not think that the 'natives' will ever look upon the British other than as interlopers, whose yoke they would gladly throw off, even if it was replaced by one four times as heavy. No hope should be held out of an end of British dominion. 'Natives' should be consulted often, but not allowed to think themselves indispensable. Does not think there is any advantage in public discussion of matters which might become law. Again urges a federal system for India like that of the United States. Agrees with Canning's views on the division of labour amongst the members of the Executive Council.
