Denison sends a copy of his memorandum on the organisation of the native Army [marked in margin Miscellaneous Book Number 300], and a copy of his last letter to Sir Charles Wood. Also returns some of Canning's office books about Jacob, which he brought away by mistake [not enclosed]. The first paper Denison was given on his return to Madras was a telegram notifying him of the death of his eldest daughter. Sends copies of a letter from himself to the YMCA at Sydney, showing that he belongs not to High or Low Church, but to the broad Church. [Not enclosed, marked in margin Miscellaneous Book 300].
Enclosed: Copy of a letter from Denison to Sir Charles Wood, not dated; the revenue of Madras shows improvement, but further reductions will be made. Sends a memorandum of his views on the Indian Native Army [not enclosed]. He believes that in reorganising the whole Army upon the Irregular model urged by Jacob and others the Government has made a great mistake. Urges the advisability of one Army for the whole of India. Lord Dalhousie is said to have boasted that he had written minutes on every subject from the annexation of a territory to the position of a sentry box. It would have been better if he had left the sentry boxes to others and spend more time considering the questions of annexation. Denison urges his scheme of a Federal Government for India. The country might be cut up into smaller units, each one with a representative in the Senate. The territories administered by Residents or Agents should be transformed as quickly as possible into Presidencies or Provinces. The Governors of the different Provinces and Presidencies should be directly responsible to the Secretary of State, and undertake legislative as well as executive business. Complains of the 'Australian Association' which was a great nuisance to Government in Australia.
