Reports that Bruce has left for the China steamer. Brigadier Brown is to accompany Temple as coadjutor. Temple expects opposition from Davidson over the Hyderabad Contingent, Denison has urged him in such a case to refer at once to Calcutta. Denison is hampered by the Calcutta officials, who are establishing a Board of Audit which will become all-powerful. There is too much division of responsibility, especially in the Public Works Department. The Financial Commission are usurping the powers of the Madras Government, is sure that this is unauthorised by the Governor General.
