Has discussed the projected cinchona plantation with Anderson, who thinks Darjeeling more suitable than the Neilgherries. Denison thinks the Neilgherries experiment worth trying. Believes Canning has misunderstood his remarks about the Nizam, he is aware that the Nizam is theoretically an independent sovereign within his own dominions, but considers the suggestions made about the Contingent and the Citadel just and politically expedient. Believes that the Treaty made with the Nizam does not specify what kind of troops should be maintained by the Government of India at Hyderabad, and that therefore reliable Madras troops could be substituted for unreliable Contingent troops without breach of the Treaty. It is principally to avoid any quarrel with the Nizam that Denison wishes relations with the Nizam placed on a sound footing. The Citadel is a military necessity. Has received the instructions about the reduction of eight Regiments which will be carried out. Supposes that officers from the disbanded Regiments may be used to fill other vacancies, this is however a question.
