Forwards a letter from Mr Murray [not enclosed] and a copy of his own last letter to Lord Dalhousie about Persia. The despatches do not call for immediate action, Murray has not asked for an armed force, and if he had done so, Elphinstone would not have sent one, because the acceptance of the British terms by the Emperor of Russia might have some effect upon the Persian Government The Persians have broken the Treaty, and now they appear to be alarmed. Hopes the terms of peace with Russia will convince even Persia that the British won the war. Does not understand Murray's concession in the affair of the Moorlitchids (?) Sends some London social news.
Enclosed: Copy of letter from Lord Elphinstone to Lord Dalhousie, 21 Feb 1856. After considering the letters and despatches about the Persian situation, Lord Elphinstone has decided not to take any active steps if a requisition for an armed force is received from Murray, until the effect of the peace with Russia is known. If the peace was known in Teheran, and if it led to no change in the policy of the Persian Government and if Murray requisitioned a force, Elphinstone would comply with the requisition. He has sent a Minute to this effect to the Secret Committee. Discusses the doubtful breach of the Treaty by the Persians. Thanks Lord Dalhousie for the kind and agreeable manner in which Dalhousie has always written to Elphinstone.
