Sends abstracts of the Secret Despatches, thinking they might reach Canning a few days sooner than the originals by the steamer. Vernon Smith thinks that there is little doubt that an expedition will be sent to the Gulf, Elphinstone is to be fully prepared to send a force capable of capturing Karrack and Bushire. Elphinstone also sends a letter from Mr Murray [not enclosed], Elphinstone is glad that Major Taylor has been useful to Murray. Colonel Ballard and Major Green are in Bombay; they say the Russians refuse to evacuate Kars while the Allies have a single man in Turkey. The Crimea has been evacuated, and the Russians are destroying the fortifications of Kars which by the terms of the Treaty they have no right to do. Enclosed: Abstract of 3 Despatches in the Secret Department received at Bombay, 20 Aug 1856. Letter of 16 Jul sends copy of a Despatch from Lord Clarendon to the Sadr Azim, and a copy of letters from Lord Clarendon to Lord Stratford Mr Murray and Mr Stevens. Lord Clarendon reminds the Sadr Azim of the terms of the Treaty, broken by the Persians in invading Herat. Unless reparation is made, and unless the Persian troops are withdrawn, the British Government will take steps to preserve its honour and interests. Lord Stratford is directed to send this Despatch on as quickly as possible, and to refuse to discuss the Despatch with the Persian Agents in Constantinople. Mr Stevens is instructed to deliver the Despatch to the Sadr Azim, with a translation, but not to hold any further communication with anyone at Teheran on the subject of the Despatch; Stevens may arrange the day on which the messenger shall return to Constantinople, and inform the Sadr Azim of this date. Copy of the Despatches are sent to Mr Murray for information only. Measures are to be taken at Bombay for preparation of an expedition for Bushire and Karrack. Lieutenant Ballard and Captain Green have been directed to go to Bombay and await the instructions of the Governor General. Enclosures in the second Despatch include a telegraphic Despatch from Lord Stratford giving the substance of a reply from the Sedr Azim. Persia is anxious to preserve the friendship of England, and sent a force to Herat only to preserve the tranquillity of Khorassan. The question of Mr Murray is quite separate from Herat, and Murray's affair must stand over until Murray's return to his post. The Persian troops will be withdrawn as soon as Dost Mahomed retires from Kandahar. Ferook Khan will conclude an arrangement with Lord Stratford to prevent such complications arising again. To this Lord Stratford replied that Her Majesty's Mission would in no case return to Persia until the Persian troops were withdrawn from the territory of Herat. On the same day Lord Clarendon wrote to Mr Vernon Smith that the Persian Government made the withdrawal of the Persian Army subject to a condition which they had no right to put forward, and as the Persians seemed to be determined to persevere in their Herat policy, an expedition from Bombay will be necessary, and the Governor General should be instructed accordingly. The Expedition should be ready to embark at the shortest notice, but it is not to sail until the receipt of further orders. The third Despatch orders the Bombay Government to communicate at once with the Resident at Bushire and the Political Agent in Turkish Arabia, informing them of the probability of an Expedition, and instructing them to obtain information and make any arrangements possible for the troops.
