Comments on Sir James Outram's arrival, and appointment to the command of the troops with political powers. Copies a list of reinforcements which Outram thinks should be sent to complete the 2nd Division which is to occupy Shuster and Mohumra. Bombay cannot spare all these troops without assistance from Madras. Elphinstone has warned Colonel Jacob that one Regiment of the Sind Horse will be required, and he will hire as many transports as necessary. Outram wishes Jacob to be given the local rank of Major General; he can be spared from Sind, as Frere is expected back in Feb. There is still no news from Bushire. There is a large French frigate in Bombay, which has offered to take anything necessary to Bushire. The warm clothing has arrived, they have sent 8,700 suits. General Outram asks for the services of Lieutenant Battine and Lieutenant Playfair.
Enclosed: Proposed reorganisation of the Persian Field Force, in the event of the 78th Highlanders, and three (altered from four) Native regiments, one troop of Horse Artillery and company of Foot Artillery being added.
