Presumes that Canning approves of the arrangements for General Outram's force, as he has not heard to the contrary. General Outram has decided that he should like to have a Chief of Staff, but did not like to make a formal application for the creation of a new office, such an appointment being without precedent. Elphinstone warns Canning that the application may be made officially. Outram fears that Jacob may not be eligible for the rank of Major General and suggests he be temporarily appointed Brigadier. General Outram wanted the 2nd Division to be commanded by a Queen's officer, and Havelock has been appointed asks for him to be given the local rank of Major General.
Enclosed: Letter from Edmund Green, Adjutant General, to Outram, 1 Jan, about the appointment of a 'Chief of the Staff', the Adjutant General has spoken to the Commander in Chief who is very anxious about the question, and has written to Lord Elphinstone.
