Has already sent by telegraph the substance of a letter from Colonel Jacob, who has changed his views about the Sind Horse after meeting Outram at Kurrachee. It is reported that the Murrees were assembling in the hills, and it is inadvisable to leave the Frontier without a 2nd Regiment of Cavalry. Suggests the raising of 200 additional Belooch Cavalry, they are the cheapest Cavalry in the world, 15 Rupees a month for man and horse. Jacob proposes to raise 6 Regiments of Irregulars for service in Persia, and requires 30 military and 7 medical officers for this force, which is to be divided into two Brigades. The Bombay Treasury is short of cash, and bullion is pouring into the Mint faster than it can be coined into Rupees, and faster than subscriptions come in for the 5% Loan. Elphinstone hopes that the Governor General will be able to provide some change for the bullion, as well as the 15 lacs promised. The mint is working three extra hours per day.
