Enclosed: l. Copy of a letter from Mr Gisborne to Lord Elphinstone, Constantinople, 10 Jan, enclosing copies of two concessions granted by the Pasha of Egypt and the Ottoman Government for establishing telegraphic communication between Alexandria and Kurrachee via the Red Sea. Gisborne was sent out to obtain the concession by a company formed under a concession obtained by Gisborne's brother for establishing a submarine line from the Dardanelles to Alexandria stopping at Seis and Candia. The conditions of the concessions both allow any no. of wires and stations, a term of 99 years from the opening or the line, protection of lines and stations, complete power to the Company over its employees, wires and stations. The proposed stations beyond Suez are Kossur and Jiddah, Camaran Island, Aden, Ras Sharma, Mooria, Mooria Islands, Ras al Hadd and Kurrachee. It is intended to lay a line from Cagliari in Sardinia which is now connected with Europe, to Malta and Candia, there to join the line from the Dardanelles to Alexandria.
