He is glad that Sir James Outram is returning European troops to India, and that it seems likely that the Shah will ratify the Treaty. The events at Meerut make the early return of the European troops most desirable. In Outram's official Despatch, he has very much underestimated some of the items of supply provided by the Bombay Government. Sends a letter from Major North, which shows that if the Europeans had been kept at Bushire, cover for 2,500 men would have been ready by the end of May. Hopes that the worst of the disaffection in the Bengal Army is over. It is very fortunate that Anson is within reach of the principal cantonments.
Enclosed: Letter from Major North to Russell, Bushire, 6 May, North has been ordered to stop the work on the hospitals and Barracks owing to the withdrawal of the European regiments. Describes the progress made. North is making over charge of the work to Hill, who will assist the 'native' troops to hut themselves.
