Writes that the news of the insurrection appears to have reached England by telegraph soon after the packet of 26 Jun was closed, when Lord Clarendon sent a short message to the Consul at Marseilles which Elphinstone has already transmitted by both Madras and Hyderabad. It is a pity Clarendon did not say by which route the troops would be sent. The senior officer of the Indian Navy in the Red Sea reports that he had heard that the Sultan had issued a Firman allowing the passage of any number of English troops through Egypt. If this was issued at the request of Her Majesty's Government it may be assumed that the troops are coming through Egypt, and no time should be lost in sending vessels to meet them at Suez. At present there are no steamers at Bombay fit for sea. Sends a letter [not enclosed] and remarks that though it goes against the grain to treat with the descendant of Timour, there may be no help for it. All is quiet in Bombay, though there is no saying what might result from a Mussulman rising at Hyderabad. Hopes that Delhi will be retaken before the Mohurrum.
